Project Overview  

Turnkey Delivery of one Heating Oil Storage and Distribution System and one LPG storage, vaporization and distribution plant. 

About the System 

The project is about a TURNKEY DELIVERY OF HEATING OIL AND LPG STORAGE AND DISTRIBUTION SYSTEM, installed in Flechtingen – Germany serving a Platform. The whole system is automated, this system is designed to handle the storage, pumping and distribution of heating oil and the storage, vaporization and distribution of LPG that supplies the Burners throughout the plan. It is a comprehensive solution that caters to all aspects of operation and safety, ensuring a seamless and efficient operation. 

  

ATP Role in the project 

ATP is involved in the project as an EPCM, for the Design, procurement, delivery and installation of a turn-key heating oil and LPG storage and distribution system, including “as built” documentation.  

The 2-years project started with the Engineering process in February 2023, involving Mechanical, Electrical & Software Engineering. 

We have been following the entire process of the Power & Control Panel of the whole distribution system.

Site Management Phase 

The site management phase, is a critical component of ensuring the project’s successful implementation. This phase involves the coordination, supervision, and execution of all on-site activities, guaranteeing that the project progresses smoothly, adheres to timelines, and meets quality standards. The expertise of our site management team, led by Alessandro Carpico and Marco Fusco, has been crucial in navigating the complexities of this phase. 

The hard work and expertise of our site management team have been desicive in bringing this project to fruition, showcasing our commitment to innovation, safety, and efficiency in every aspect of our work. 

Key Responsibilities

The primary responsibilities during the site management phase include overseeing the installation of system components, managing site safety, coordinating with various stakeholders, and ensuring compliance with regulatory requirements. The site managers play a pivotal role in maintaining clear communication channels between the engineering team, contractors, and the client. This ensures that any issues are promptly addressed and that all parties are aligned with the project goals. 

Installation and Testing

One of the initial tasks in the site management phase is the installation of the heating oil and LPG storage systems. This involves setting up the storage tanks, pumping mechanisms, vaporization units, and distribution pipelines. Each component must be meticulously installed to meet the design specifications and safety standards. Following installation, functional testing is conducted to verify that each part of the system operates as intended. This step is crucial for identifying and resolving any potential issues before the system becomes operational. 

Safety and Compliance

Safety is a paramount concern throughout the site management phase. The site managers are responsible for implementing stringent safety protocols to protect both the workforce and the environment. This includes regular safety briefings, proper use of personal protective equipment (PPE), and strict adherence to safety regulations.  

Coordination and Communication 

Effective coordination and communication are vital to the success of the site management phase. The site managers act as the central point of contact, facilitating communication between the various teams involved in the project. Regular meetings are held to review progress, address challenges, and plan upcoming activities. This collaborative approach ensures that everyone is on the same page and that the project remains on track. Any deviations from the plan are promptly identified and corrective actions are implemented to avoid delays. 

Commissioning and Startup

As the installation nears completion, the focus shifts to the commissioning and startup phase. This involves final testing of the entire system to ensure that all components work together seamlessly. The site managers oversee this process, coordinating with the engineering team to conduct comprehensive tests and validate system performance. This phase also includes training for the client’s operational staff, ensuring they are equipped to manage the system effectively once it is handed over. 

After-Sales Assistance

The site management phase does not end with the commissioning of the system. After-sales assistance is an integral part of our commitment to the client. The site managers remain involved to provide ongoing support, address any issues that arise, and ensure the system continues to operate efficiently. This phase includes regular maintenance checks, troubleshooting, and updates to the system as needed. 

On-going 

Functional testing has been done & the first part of commissioning, the startup phase, is starting. The Next Phase is the After-sales assistance, the whole project will last until the end of 2024.

System Components 

Heating Oil System  

The storage component of the system is designed to safely store a volume of 50m³ of heating oil. It is equipped with advanced safety features to prevent leaks and spills, ensuring the integrity of the OIL storage and the safety of the surrounding environment. 

The heating oil is pumped into two recirculating lines ensuring a steady and reliable flow that feed several burners within the plant.  

LPG System 

Two tanks store a total of 6 m³ of LPG. In order to limit the interaction between the LPG storage and the external environment the filling station is 50 metres from the tanks and is connected to them with buried pipes. All the LPG storage and vaporization area was confined and made to restricted access.  

Distribution 

The oil pumping unit simultaneously feeds two recirculating distribution rings for a total pipeline length of about 1500 m to ensure a continuous supply to the burners. 

The LPG pumping unit supplies the fuel to the vaporizer of installed power of 96kW, which converts it from the liquid phase in which it is stored inside the tanks, to the gaseous phase to feed a 400 meter long line to the burners.  

Piping System 

The piping routing has been designed & engineered by our Team, The piping system distributes the Fuels Factory-wide to all the burners in the various area of the plant.  

It is equipped with advanced safety features to prevent leaks and spills, ensuring the integrity of the stored oil and the safety of the surrounding environment. 

A GAS detection system with a set of sensors distributed through the factory was installed and customized, integrating it within the management and control system to manage how to intervene and automatically shut down the fuel distribution systems or the burners in the event of an alarm. 

Power & Control Panel: Automation, Control & Safety 

The whole system is automated by our Power & Control Panel. The control panel is connected to all burners and gas leak detectors that signal any alarms of leakages and operates on all burners. The Panel not only manages the process and safety of the oil and LPG storage and distribution system, but also supervises the status of all burners fed by those systems. 

Automation 

One of the key features of this system is its automation. The entire process, from storage to distribution, is automated. All parameters affecting the process are controlled and managed. Special attention was paid to the safety aspect. This not only reduces the need for manual intervention but also increases the efficiency and reliability of the system.
